Comes now a copy of a letter faxed to The Freedom of Thought
Foundation which describes a branch of the "private cryptocracy"
known as E-Systems. The letter was addressed to the Speaker of
the House from Winfred E. Richardson a former employee of
E-Systems who had a top secret clearance and has now joined the
Militia for his own protection:

RE: Conspiracy to Deprive me and others of our Civil Rights,
Conspiracy to Defraud the U.S. Government, Deprivation of Civil
Rights under color of law, Official Oppression, Abuse of Office,
Espionage, Murder and Drug Smuggling.

Dear Mr. Speaker:

I write you not as a Representative of Georgia but as the Speaker
of the House.

I formally request that the applicable charges be filed against
the appropriate agents, employees and officials of the DoD, DoJ
and E-Systems, a defense contractor, and others that may arise
because of their RICO actions.

I formally request a Congressional Hearing and that a Special
Prosecutor be appointed as the DoD, DoJ and others has proven to
be impotent or unwilling to take action with Government Officials
and Agencies involved, and, not having a Special Prosecutor and
Hearing will further deprive us of our Civil Rights. I and others
have begged for relief on the above RICO actions from the DoD,
DoJ, DoD/IG, Secretary of Defense, Attorney General and the
President and we, our families and others close to us have been
threatened, intimidated, inured and murdered.

* My daughter's 16-yr-old boyfriend was hanged. Police reports
containing witness statements that call it murder and state those
involved took his pulse and listened to his heart to make sure he
was dead before calling for help! It was ruled accidental!!!

* An E-Systems official who possibly had knowledge of the
espionage allegedly put a dog collar around his own neck so tight
that he choked himself to death!

*An E-Systems employee allegedly bragged that he was carrying
drugs for the company in the company truck. He left there, went
to Fla. where we're told he was mysteriously killed.

* An E-Systems official had a bomb put in his car that
malfunctioned and only set it on fire. Later he found one in his
desk. He died under mysterious circumstances after an operation.
His widow came to see me and less than 2 weeks later was paid a
visit by two men from NSA who informed her the death of her
husband, the bombs, the attempts on her and her family had the
earmarks of a CIA operation! Her husband had knowledge of pirated
software and the drug smuggling.

* In 87 an attempt to blow me up failed when they blew up the
wrong place.  Col. Manning Crump, the Air Force Commander of AF
Det2 at E-Systems told me, before the bombing, in his most
menacing voice, "You're messing with hundreds of millions of
dollars and you're in more danger than you've ever been in your
life."

Further more in a tape of Col Crump and another when we were
giving him information concerning the defective parts, you can
hear him state he is copying the information in his own
handwriting in order to protect our identities as requested. In
sworn statements he has admitted they gave the information and
our names to the company. Col. Crump has also admitted he went to
work for E-Systems before he retired from the Air Force.

The reason given for my termination, "You've reported us to the
OFCCP, NLRB and other Government Agencies and we're terminating
you for it." This has been proven as well as others for giving
information and DoD/IG VanderShaff refuses to apply the law and
give us relief, he has never ruled in favor of a defense contract
whistleblower.

After I was terminated for blowing the whistle, E-Systems did
everything in their power to keep me from getting a job. In one
instance E-Systems had one of their stooges come where I was
working and he started telling everyone he was going to have to
leave because I was threatening to kill him.  When I was told I
called the AFOSI, informed them, and they talked to the people
who had informed me. Nothing was done and I lost my job.


In another instance an associate informed me that the Hunt Co.
Sheriff's Dept. was going to set me up as a drug dealer. I called
AFOSI, informed them and requested they put agents on me.

E-Systems had the Hunt Co. Sheriff's Office put up what looks
like a wanted poster of me and another individual and Sheriff
Young told all his deputies that we were possibly terrorists and
they needed to use caution when approaching us!

IG/DCIS SSA Chris Hallien investigated this and I was detained
when I went to  he sheriffs dept to find out what was going on.
Later a ranking official of the sheriffs dept. bragged that
E-Systems was getting charges brought against Agent Hallien. The
DoD/IG had SSA Hallien reinvestigated on something they had been
investigated and cleared of and the trumped up information was
taken before a Federal Grand Jury. Now if Agent Hallien so much
as speaks to us he will be indicted.

AUSA Lynn Hastins threatened to file charges on me if I talked to
any current or former E-Systems employees, the news media or
Senate Oversight. the other AUSA aon the case Floyd Claridy was a
co-worker of Mike Eberhart who is representing E-Systems and is
the General Council.

I informed Senate Oversight in Jan 93 that word had been sent
down for the Dallas U.S. Attorneys office to decline on all
charges before Clinton took office. 10 Feb 93 they declined on
all charges. DoD and DoJ still claim there is an investigation
going on in order to keep me out of court. Everytime my case was
to be opened the DoJ would ask for an extension because of the
investigation now to the point that they may have killed any
civil remedy I may have had! The reason?

The investigators have estimated rip-offs at 30 to 50% of every
contract.  At 2.1 billion dollars a year in contracts that's $600
million to $1 billion a year going back to 1983! I can prove 80%
in some cases and conspiracy!  And this is why the DoD, DOJ and
E-Systems is conspiring to keep me out of court.

One former employee who has first-hand knowledge of the espionage
had AFOSI inform him he was under criminal investigation for
mischarging as he would still be mischarging if he had not been
terminated. He was let go after writing the company opposing the
mischarging. What's strange is the DoD is aware that the RICO
actions have never slowed down in this 8 year investigation! The
DoD was acting in behalf of the RICO acitons of the DoD, DoJ and
E-Systems in order to keep him out of court.

County Judge Mike Farris was busted for drugs after he tried to
take me in front of a grand jury pertaining to the RICO actions.
Testimony from his case:

Q: Would you please state your name?
A: My name is Kent Williamson.
Q: WOuld you spell your last name please?
A: W-i-l-l-i-a-m-s-o-n.
W: How are you employed, Mr. Williamson?
A: I'm a prosecutor with the Northeast Area Drug Interdiction Task
   Force.
Q: Do you know who E-Systems is?
A: Yes.
Q: And who are they?
A: They're probably the biggest supplier in Hunt COunty.
Q: What type business do they have?
A: They do U.S. Government contracts on airplanes, I believe.
Q: And as part of their defense contracting are they able to have
   planes fly in and out of the country, or do you know?
A: I would assume they would. I don't know for a fact.
Q: Have you received any information from any source that there
   may be some type of illegal activity by any pilots flying for
   E-Systems -- specifically, any information that would indicate
   that any of their pilots were using their planes to bring
   Cocaine back into the United States?
A: Yes, I have.
Q: Were you aware that Judge Farris was involved in taking
   E-Systems employees before the Hunt County Grand Jury probing
   this particular matter?
A: No. I was not aware of that until just recently.
THE COURT: That who took --?
MR. HUGHS: Judge Farris.
Q: (By Mr. Hughs) Have you had any contact with either the United
   States Air Force or any other national law enforcement
   concerning the accusations against E-Systems?
A: Yes I have.
Q: Is any of the information that you have received concerning
   E-Systems and the possible misuse of the airplanes -- is any of
   that classified information?
A: I don't know. Could you rephrase your question?  I'm not sure
   what you're asking me. Is it classified on our behalf, or is
   it -- ?
Q: Well, would you be free to talk about it?
A: I don't think so, no.

These planes belong to the U.S. Government and are operated under
allegedly the AFSOC. In addition, the head of the task force, the
2 agents who did the bust, and the above task force attorney are
no longer with theTask Force.The DoD funds the Task Force.

E-SYSTEMS SETTLES IN WRONGFUL DEATH SUIT

The settlement means E-Systems clandestine work for various U.S.
government agencies will not be scrutinized during a trial.
According to court documents, Truet Burney - the E-Systems
employee who fired the shot that struck and killed
26-year-old-Katrina Marie Uribe -- was helping install electronic
equipment along the U.S. Mexican border for the federal
government.

Burney, an E-Systems Greenville Division worker, was attached to
the government task force that was to plant "top secret listening
devices on a suspected drug trafficer's home" at the time of the
incident.....

Q: Okay, Stallion. Tell the jury what that contract was.
A: That was technical support to Operation Alliance.
Q; Cold Helmet, where would that come? Would that come directly
   under Senior Quest or would that come under Stallion?
A: No. It would have come under Senior Quest. But who the customer
   was, I really don't know, to be honest. I don't know who was
   paying the bill.
Q: Well - excuse me. Wouldn't that have had to be the Air Force,
   if its an Air Force contract?
A: I am sure -- the Air Force paid us to do it.
Q: What did E-Systems do on Cold Helmet, under Cold Helmet?
A: Provided technical support, setting up equipment, things of
   this nature.
Q: Where?
A: Columbia,I believe.
Q: The same kind of work that was done in El Paso?
A: I would assume similar.
Q: And Senior Quest is a contract with Operation Alliance?
A: No Sir. Senior Quest is a contract with the United States Air
   Force.

Now we have private citizens bugging houses for the DoD. DoD
investigators with secrecy agreements not to disclose the
classified operator of government planes allegedly being used in
drug smuggling. DoD investigating the company that's involved for
8 years. Billions of dollars in rip-offs.

E-SYSTEMS MISLED ARMY, SAYS PENTAGON ATTORNEY

...the Defense Logistics Agency says the company has violated its
probation on a number of counts. Its review not only found that
the company mishandled hotline calls, but also uncovered
"evidence of apparent cost mischarging" on government contracts
and a "possible (lack of) disciplinary action against those
involved.... They also discovered that various departments had
stockpiled 130,000 excess parts, a contracting violation that
would result in overcharging to the government, according to the
report and former E-Systems officials familiar with government
contracting practices...  I reported all this and more in 1988
and it was found 5 years later when it was put in court records.
The 1,000 hours mentioned would cover maybe two weeks.There are
cases where the government has been charged 40 plus hours for one
person in one day when the government was charged 8 hours for
each contract he worked on. The GAO found $6.5 million in approx
2 weeks. E-Systems attitude after being caught:

E-Systems chief executive A. Lowell Lawson said last week that it
was unlikely the Army would suspend or ban the company from
future contracts.  He said the Army "may say, well, maybe you
need to revise your procedures here or there."

We had contacted the Army personnel who were supposed to be
administering the probation....

evidence that a compnay vice president directed employees to
mischarge 1,000 hours in labo charges.

They refused to even come down until the DLA pointed out the
wrong doings.What did the DoD do? What did Mr Lawson
say: NOTHING!

As for the 130,000 parts, the DoD investigators have not figured
out they can go to pricing and see what the company has been
charging for the parts which is in the thousands each. I can show
you in ten minutes how to track and cost these parts.


I have a tape of a meeting held at my house which Special Agents
of AFOSI, DCIS, FBI and a Judge and myself were discussing the
drug smgglling, bribery and other RICO actions. I was proving to
the others how much information the FBI has. The DoJ tried to have
the tape classified under National Security!

An E-Systems legal rep. asked an assoc. of mine if I would ever
quit pursuing this. He stated no as I felt I had been cheated out
of my job and would keep pursuing until I received compensation
for my job. The legal rep started claiming that's extortion and
filed extortion charges against me with the Dallas FBI. I have
copies of the taped conversations with the FBI where they stated
that even tho false charges and witness tampering is serious,
E-Systems files a lot of charges against people and they don't
have time to investigate. OF COURSE BUCK REVEL, HEAD OF THE
DALLAS OFFICE OF THE FBI CALLING E-SYSTEMS AND GETTING HIS SON A
JOB MEANS NOTHING!?

We have documents of meetings at NSA. We have company documents
which shows E-Systems ghost writes the requirements on their
contracts and that they gave Grimes (a government official) turn
over black rock guidance! Legal discretionary funds are kept in
black pots, the illegal funds are kept under black rocks! Sure
Grimes programs it was reported they knew the system was
defective but told the company to build it anyway and get the
paper work changed and they would buy it and let another contract
later to fix or replace the system. This info was reported in 89.
After the system was completed a quality control superviser was
fired for refusing to alter the paperwork and then the DoD found
the system was defective, in 93, four years after we reported it!

Mr. Speaker, this letter is longer than I intended and I
apologize for that.  There is a lot more than what I have put in
this letter. I have defense contractor whistle blowers and
current and former government people who can and will testify. I
mentioned earlier the tape of the meeting, three police officers
were willing to give eye-witness statements about seeing the drug
drops. All three lost their jobs. I do have others (police
officers) that have seen the same drops that I have not before
mentioned to the others just in case someone screamed
"disgruntled informer"... The task force was notified as was the
FBI.

Mr Speaker, I hope and pray that the Constitution and Civil
Rights means as much to you as your speeches indicate.If you will
do what I formally requested you will find that when the
govnerment is the criminal the constitution is reduced to toilet
paper, and without the Constitution, the only right you have is
to suffer what ever injusice the criminals want to heap on you up
to and including murder. I notified the President in a letter
that I was advising all my people to affiliate with the militians
and to give them all thei information freely as I am doing. The
militias are nothing more than people opposed to the criminal
elements in the Government who are prostituting the Constitution.

As for me being a radical, my home has been broken into several
times by criminals looking for information. My wife and
14-year-old-daughter are followed and harassed and my daughter,
as I, feel Mark was murdered to teach me and others who oppose
the criminal activities a lesson. When local, state and federal
law enforcement is covering up and aiding the Criminals, who do
you turn to? We live in fear of our lives and we have no one,
unless you do something, to turn to for help. I will say, as
before, if the Constitution is as important to you as you say, if
you will at least verify or give us a chance to verify what I
have stated, then you will understand.

I am forced to live my life, in fear the criminals are going to
injure or kill me or my family and that I'm going to be put into
a situation where, trying to protect me and mine, I will be
forced into a situation of being killed or having to go to jail
for protecting my family and this is the reason for affiliating
with militias, they can at least know the truth about what is and
has hapepened and at least give moral support. We, as others,
have seen how little the Constituiton, Civil Rights and the law
means to the criminal elements. To us the New World Order Amerika
is here now.

Think what you will of me, but please, do something to help us.

This plea seems naive to us, like the last plea Paul Wilcher made
to Janet Reno. Watch to see if Gingrich does anything, even
acknowledge the letter.  Our sources tell us Richardson is bona
fide and serious. His address and phone number are printed above.
Talk to him yourself and make up your own mind.

Send us your findings as our interests in the cryptocracy

to repeal the National Security Act.
